and the hague conventions. this treaty describes the behaviour towards soldier and the civilian population. these treaties protect the civilians, once the civvies start shooting at soldiers this protection ends, it is crap like that get military commanders paranoid and overacting. in other words, a few civvies taking potshots, result invading troops will no longer consider the civvies impartial, which end very bad for the civilians.
also to consider, when the us navy is sufficiently subdued, the euro fleets can pretty much randomly start bombarding cities within their range, that will hurt the economy, and make civilians flee the coast, the refugee stream will also cause disruptions.

"Geneva Convention" nearly died. Its 1914 mate. Those terms aren't made yet. Only the terms "We don't kill wounded and treat them like ours" is adopted by 1914. Need I to mention that the United States, Russia, Austria-Hungary, OR Japan didn't sign the Geneva Convention till later.
And yes, America would shoot back definitely. Americans, even civilians, would not want to be subjugated under European oppression.
If they bombarded the American cities, it would only harden America's resolve to fight it out. It was similar for Japan and Germany. Strategic bombing or bombardment won't scare the US into surrender. And yes, there will be mass panic but it'll die down within months and convince many to join the military. This is 1914. If Europe shows up at America's door and starts knocking hard, American men are going to be like, "Aww hell no." Just like OTL WW1, except we're on the defensive.

I don't understand the logic behind this thread. I'm gonna guess that the POD is around 1905 when America tells Japan to screw off on imperialism and colonialism during the Russo-Japanese War, which pisses of Japan, which pisses of Great Britain because they love colonialism, which pisses off Europe because now America is anti-colonialism and Europe loves colonies as they are symbols of power.
So I'm guessing since America said this (at the time, Teddy Roosevelt would be president), America would start building up. After all, Teddy was the one who said that America should "carry a big stick." In order to reinforce our beliefs of anti-colonialism, America sees some racial relation improvements and enforces a strict anti-colonialism, anti-subjugation stance. This pisses off Europe and unites it under the flag of colonialism. I'm guessing this allows a 10 year build up of America.
Even at best, Europe can only ship so many troops and supplies at the same time. America's navies are overwhelmed and some US cities are bombarded, but this only hardens America's will. With some preparation, America can repel the Europeans for some time, especially at ports with fortifications. America will most likely destroy ports in order to save themselves. Europeans are held back, but they'll make a landing eventually. I'm guessing West Coast, where America won't be focused mainly on because... Europe is the other way.
With this small breach, Europe can definitely use this as their advantage to invade CONUS. Of course, they might also take Hawaii and Alaska (or blockade). Europe will most likely spread out for some time, but insurgency and rebellions are going to happen, stretching the Europeans. I'm assuming the Europeans, even with number superiority, has to face the nightmares of logistics. I won't be surprised if the US adapts the "scorch earth" tactics used by Sherman during the Civil War. Nothing gets left behind for the enemy. This makes the Europeans advance even slower.
The US can shift their industries to central US, similar to that of the Soviets during WW2. If US expects an invasion, this will be the most likely case. The US can produce more artillery, machine guns, and such to halt the European advance.
Eventually though, I think America's capability, terrain, willingness of the people, and logistics will be the deciding factors of this war. Even with a couple million soldiers, the Europeans are going to face a nightmare of a war against a US hardened to fight and the US's industrial capacity. We did manage to get our army size to 4 million within 3 years, and I expect this might be faster in this scenario.
I don't think anyone should ever underestimate the US. The British did in the Revolutionary War. They lost eventually even with material, men, and loyalty superiority (only 30% of people supported the patriots). They still lost mainly because of supplies and logistics.
Of course, I'm not implying the two scenarios are the same. In this scenario, ships move faster and all of Europe is ganging up on America. But that is worth noting.
