WI Algeria Collapses

In OTL, the Algerian Civil War began in 1991 and was fought between the Algerian government and various Islamic rebel groups. The country has been able to recover for the most part, but WI Algeria collapsed in upon itself and turned into a North African version of Somalia?

I am not an expert in Algerian or North African politics or culture, but my main goal of this is to discuss what the response would be from Europe and Algeria's neighbors. Would Spain or France intervene, and if they do how could we get them to pull out due to political pressure, much like the USA in Somalia? How would Europe act with a failed state so close to their borders?
 
The civil war was not really capable of destroying Algeria to a degree like Somalia (aww, no Restored French Colonial Empire!!11), as it has too little divisions to exploit. It was either Islamic Algeria, or Secular Algeria.
Also, the guerrillas fought in the hills and woods, and the government's oil money was safe in the untouched Sahara. The guerrillas were limited to acts of terrorism for the most part, and were also divided in two at the start. The government, if it was in danger of falling, would be held up by other powers since a secular Algeria was better for all.
Also, if the French dare try anything major, the two warring parties will make sure to kick them out. The Islamists accused the government of being too pro-French, which led to the rackdown. If the French start marching around in Algeria either the government gets VERY discredited or the two factions unite to taint any French dream of empire.
