Depends. If the Macon was scouting before the Pearl Harbor attack, sucessfully located the Japanese fleet, and conveyed the information to Pearl, this information would have more than justified its loss. The presence of Macon in Hawaii could have had a major impact on the Pacific War.
 
If someone could come up with a hybrid airship / propeller / helicopter that had a significantly higher ceiling than other equipment, that'd be one thing. Although, that leaves a lot of room to interpret what an airship carrier is. A space-shuttle with a large missle component could be a rather deadly 'airship', with its altitude advantage and sufficient tech.

But a B-17 wouldn't have the range and autonomy of the Macon, nor would it have five scout planes with it.
 
the B-17 is to Small

the B-29 and B-36 are big enough for that
but B-29 Introduced 1944 and B-36 in 1949
that's 3-8 years servis for airship aircraft carriers

of course U.S. NAVY can Orders development for big aircraft carrier befor WW2
