It seems to me the best way to ensure a successful conquest would be to break the Persian aristocracy-either by killing them or integrating them as Alexander attempted to do with his mass marriages.

So long as the Persian nobility survives unbeaten it will remain a center of resistance against roman rule.

Securing the allegiances of the Persian elite in the long term would mean giving them a stake in the roman system.

Which was the roman empire's traditional modus operandi-co opting local elites and getting them to go along with the empire's program.
 
I always wondered if it was possible for the Romans to formally Ally with the Kushans beyond vague "enemy of my enemy" things. Because while the Kushans couldn't hold Persia they could control bactria and such.
