WI/AHC Nice and Savoy remain Italian

let's say for some reason, Nice and Savoy remain a part of Sardinia during the Second Italian War of Independence. How might this happen and what effects might it have on history?

With Garibaldi not leading the Expedition of the 1000, does the Kingdom of the Two Sicily's/Naples remain independent from Sardinia?

In the nationalisms era, a newborn power like Italy would have trouble to justify the domination of two non-Italian speaking territories.
 
The County of Nice was largely Italian-speaking and many inhabitants left for Italy after annexation by France in 1860. Savoy on the other hand would probably become like the Val d'Aosta where Franco-Provençal would be dominant.

Nope, Nice spoke niçard, which is an occitan language. Only a handful of villages in the Roya or the Riviera Mentonesca used transition languages with strong ligurian elements, but generally classified as occitan rather than ligurian or italian.
 
With Nice, once the schoolteachers got through with them, they would be speaking Italian.

Savoy no, but it would be joined with the Val d'Aosta as an autonomous region and be fine.

The problem with this is this is one of those things where the change itself isn't a big deal, but the POD leading to the change is. You are asking for Sardinia/ Savoy to avoid war with Austria in 1859, to go to war with Austria without French support, to go without French support and somehow win or have some alliance with some other power, for France to assist them without asking for anything back in return, or for France to assist them and to ask for something else in return. Any of these has ramifications beyond these two places.

You could also do a post 1900 POD where Italy sides with the Central Powers in World War I and the Central Powers win, but again the same issue that the POD itself would have much wider effects.
