WI/AHC: Fewer tricolor flags in Europe

Europe is chock full of tricolor flags. France is the most obvious example, and is often cited to be why tricolor flags are associated with republicanism (though it must be noted that countries like Benelux sport tricolor flags and are monarchies).

However, flag design around the world doesn't feature as many tricolor flags. So what POD or PODs would work to make Europe less of a tricolor land?

The obvious PoD is no French revolution. We could always go back even further and prevent the Dutch from adopting a tricolour as well.

Maybe the Netherlands adopts a version of the Double or Triple Princevlag instead?

Additionally, there's a suggestion that Peter the Great's great European work experience trip prompted the Russians to adopt a naval ensign based off of the Princeflag. Therefore, if he comes up with a different design, maybe other Slavic nations don't adopt a blue, white and red tricolour.

Maybe more countries adopt a Nordic Cross design, or maybe a general cross or saltire instead of a tricolour.
