I guess the question is though, would the Federalists, with the pro-british stance, actually have approached the Louisiana Purchase as in OTL.
 
The US Navy would be larger. One of the effects of Jeffersons election was a downsizing of the Navy by Adams in hopes that Jefferson wouldn't do away with it completely. Sadly once Jefferson took office, he downsized even further. It took the Barbary War to get Jefferson to start building the Navy back up and even that ended once peace was signed.

Wasn't until after the War of 1812 that the Navy was really allowed to grow and become a force of foreign policy.
