WI: A world without King Leopold II

I'd like to know what butterflies would occur if Leopold II of Belgium died during any of these time frames-
  • Before ascension to the throne in 1865.
  • Soon after ascension in 1865.
  • During the 1870's.
  • During the 1880's
  • During the 1890's
One butterfly I know of is if he dies before 1880 that there would be no Congo free state as we know of it from OTL.
 
You'd have a lot fewer public buildings, since he used a lot of his profits from the Congo on major construction projects, which he then left to the Belgian people (at least partly so his kids wouldn't inherit them).

His brother (who would inherit) was briefly considered as a candidate for the Romanian throne in 1866, so I suppose there might be butterflies there, although don't ask me how. I'm also not sure how he would handle the Franco-Prussian War, and the various other military commitments that Belgium was involved in or considered to be involved.

Henry Morton Stanley obviously has a very different post-Livingstone career. The Scramble for Africa happens differently (and without the Berlin Conference, probably somewhat delayed).

And obviously, lots of Congolese don't die or lose their hands, and Congo, Rwanda and Burundi are hopefully in significantly better shape now.
