If Sweden-Russia gets Norway and Denmark, Great Britain will have a real challenger down the line. Metternich will spew! This is not restoration of the status quo ante but a new world order, and not one to His Brittanic Majesty's liking!
It's ironic indeed, but instead of a Concert of Europe established under overall British world hegemony, we would see something like an early version of the post World War II Iron Curtain Cold War. Ironicaly, a modified Continental System, just like Napoleon proposed! And aside from having free trade with the part of Western Europe not part of the Empire, there would be precious little Great Britain could do about it.
Look to this Empire to pursue a much more aggressive and sharp elbowed expansion. WILL Denmark be part of this Empire and Will Great Britain be shut out of the Baltic? What about Norway? Then, what about Spain? This Empire is in a much better position to rapidly build navies both in the Pacific, by building a naval base at Ayan Bay, and in the West using Murmansk if it dosen't at least get Narvik and Bodo and Namsos at the Congress of Vienna. With capital ships, the Russo-Prussian-Swedish-Polish Empire is in a position to help Spain reconquer it's Empire in return for getting some of it for itself, like California and Oregon and maybe Patagonia. Admiral Cochrane is going to have some stiff competiton. The United States will be forced to put up or shut up navally on the Monroe Doctrine as the world moves to an early Cold War.
