What if instead of the Lusitania incident becomming a serious friction point between the US and the Germans the opposite occurs. Lets say her cargo of rifle cartridges gets much more publicity, and the hearings aren't as pro entente, so that the average person on the street is convinced she was carrying war materials. Can this lead to an outcome where the population as a whole (isolationist as they where) cries out loudly to stop waging economic warfare against the Germans? Could it lead to Wilson getting ousted in 1916?
