So I was doing some reading about the Concert of Europe after finishing Vienna, 1814 by David King and was struck by how effective it was in the early years. The Concert of Europe officially lasted from 1815 to 1914, but almost all the Congresses took place from 1815 to 1832, with exceptions being the congresses in Paris,1856, and Berlin,1878 and 1885. After an early period of success, the Concert began to weaken as the common goals of the Great Powers were gradually replaced by growing political and economic rivalries. According to Wikipedia, the Concert of Europe had no written rules or permanent institutions but at times of crisis any of them(the Great powers) could propose a conference. So what if official rules were put down at the Vienna Congress? A set time where the Great powers would meet and discuss issues and problems, like once few years? And a set meeting place like Switzerland or having a schedule of rotating meeting places, with each great power hosting? Is this idea even feasible or completely ASB?
