WI A more moderate prohibition?

Let's say that the 18th Amendment is "watered down" to only prohibit the sale of hard liquor, leaving lighter alcoholic beverages such as beer and wine unaffected. Does this significantly change anything?
 
A moderate, modest proposal. Sure a lot people (including myself) would say boo about it, but it would probably still stand today.
 
One (slightly complicated) option would be a coupon-based rationing system. Liquor would be available, though it'd of course require more coupons than beer. A Scandinavian country (can't recall which one) employed a system along these lines.

Or, do as some US states do. A state run liquor store system.

Beer in the USA wouldn't be effectively the domain of a few companies.

Nope; you'd still get bootlegging and all the other ills of trying to prohibit something. If there's ever been a successful prohibition effort I'd like to know about it.
