If France didn't have the will to declare war on Germany in 1939 after they invaded Poland how would this have changed the war with GB?

When would Hitler likely invade France if they had decided to back off from going to war over Poland?

Would Germany do better or worse in a 1 VS 1 war in 1939 with the British?

Edit: France doesn't have the will to declare war on Germany because the public greatly opposes going to war due to a worse world war 1 and feeling like the Brits will take care of the German's quickly.

Edit2: The USA doesn't enter world war 1 in 1917 due to the fact the U-boat misses the cruise ship and withdraws. In 1918 the Germans are able to mount a highly effective offensive due to the lack of fresh troops on the allies side and had managed to build a few more tanks of there own to counter the Brits. In early 1919 the front line is only 25 miles away from Paris at it's closest point. The US joins the allies in July of 1919 due to the U-boats sinking US cargo ships going into the UK. France loses slightly more ground taking heavy losses before the fresh US troop's land to begin pushing back the German's. But in the end the allies win by October 1920 and the Germans sign for peace like in OTL.
