WI: A breakdown of relations between Al-Qaeda and the Taliban in a world without 9/11

Since we've just had the 16th anniversary of 9/11, I guess there's no better time to ask this.

In 1994, when the Taliban took over Afghanistan, they allowed Osama Bin Laden and Al-Qaeda to set up terrorist training camps in areas around the country.

Osama Bin Laden began using Afghanistan as his base of operations, making statements and planning terrorist attacks against Western-based or Western-aligned targets.

This, and the resulting US retaliation in the form of airstrikes on Afghan targets, caused extreme tension to grow between the Taliban and Al-Qaeda, with Mullah Omar even stating "Osama bin Laden’s presence is like a chicken bone stuck in my throat. I can neither spit him out nor swallow him",

Coupled with their horrific human rights record, the fact that the Taliban was sheltering Al-Qaeda was doing damage to it's international reputation, resulting in it's regime barely having any recognition other than from Saudi Arabia, Pakistan and the United Arab Emirates. Not even the United Nations recognized it as a legitimate government.

In a world where 9/11 never happened, what are the chances that the Taliban would've grown sick of Bin Laden and Al-Qaeda and tried to expel them themselves and what could've happened as a result of this?

I'm thinking of the analogy of a drug cartel. The cartel does some things to help poor people in the country. Plus, truth be told, they're popular because they play in the big leagues and they punch above their weight, and people like spectating.

All the same, maybe a version of the rule of thumb that 10 years is about the sheft life for a chief executive?

In OTL, Pakistan was getting more and more annoyed over Bin Laden in Afghanistan pre 9/11. A POD, lets say the attacks are stopped might be enough for Pakistan to tell Mullah Umer that his guest has to go.

Such a move might have violated Pashtun traditions of hospitality, but with enough tensions, it might be possible.

As for what would happen afterwards, either al-Qaeda tries taking over all of Afghanistan or it leaves Afghanistan and goes elsewhere (though I am unsure where exactly).
