WI: 9/11 Has Second Wave

What if the September 11th attacks had a second series of waves launched after the first ones? This may mean more commercial aircraft being hijacked and crashed into major landmarks. Some suggestions would be the CIA headquarters in Langley, Virginia, White House, and others. It could also be a series of bombings or shootings.

Then they'd be shot down or otherwise stopped. If the Air Force had the warning of the first wave, they'd have gotten weapons on CAP planes, and downed any further jetliners. Besides, even OTL with the single wave, the last plane, having heard about the other attacks, attacked the hijackers and the plane crashed rather than hit its target.
