You could argue two things:
- Clinton gets a "rally around the flag effect" like Bush did OTL resulting in soaring approval ratings and Gore wins the election in a landslide, possibly winning a Democratic Congress with it.
- Clinton's poll numbers take a nose dive as the public sees Clinton as a President that failed to keep the nation safe with Bush and the GOP leading the Charge, resulting in Bush winning the election in a landslide and the GOP winning big in Congress.
In either case, Clinton will most likely got to war With Afghanistan before leaving office, although if given the power, I personally don't think he'd go in as lightly as Bush did OTL. If Gore wins, policy in Afghanistan stays the same and we avoid a war with Iraq. If Bush wins, we're bound to see some changes in policy in Afghanistan and will still probably see a war in Iraq.
