WI: 9/11 happened on 9/11/1999

Well, first, you have to move the date, because September 11, 1999 was a Saturday, so there's that (just move it to September 14, which was a Tuesday)...

Clinton would likely invade Afghanistan (it's one thing to attack the US embassies; it's another to destroy the World Trade Center and damage the Pentagon)…

On a side note, two days after 9/11 ITTL, Hurricane Floyd made landfall in North Carolina and then went up the coast to Long Island, which would affect the WTC rescue efforts...
 
Clinton's popularity skyrockets to it's highest ever peak and Gore certainly wins in 2000. Democrats are likely to benefit down ballot as well.

But would he invade Iraq is the big question? If not would the Afghanistan war go better with a US soly focused on Afghanistan. Also how would the general atmosphere and ideology of the war on terror be deferent if it happened under a liberal government?

I don't think that Clinton would invade Iraq unlike Bush.
One of Bush's Goals was to remove Saddam Hussein. He had members of his administration lie about connections between Hussein and Al-Qaeda .
Clinton would not be interested in removing Hussein unless there is real evidence of a connections.

I remember reading a statement that when one of the Generals in the Pentagon was informed by Bush that he needed to start planning for the invasion of Iraq, his response was, "Mr. President, we are in Afghanistan and we still have a lot of work to settle things there."
Clinton would not be in a rush to send troops elsewhere.

And theocon Republicans saying stuff like "This was brought upon America by gays and liberals" do more damage to the GOP brand than IOTL, when such comments were offset by the nation's rallying around a Republican war president.

That'd be interesting. Part of the "compassionate" part of "compassionate conservatism" was to distance Bush from stuff like that.

But didn't September 11th also have a special relevance as a date to bin Laden?

So while Saturday would mean less victims, I would not rule it out completely.
 
Question: does Flight 93 diverge from OTL and reach its intended target in DC (White House, Capitol Building) or will the passengers bring the plane down?

That's an interesting point. Not killing all those folks will have a profound effect on the finance and banking industry (or, rather, prevent a profound effect).

Aside from maybe saving the Concorde, though, I don't know enough about it to say anything useful.
