Part of the "compassionate" part of "compassionate conservatism" was to distance Bush from stuff like that.And theocon Republicans saying stuff like "This was brought upon America by gays and liberals" do more damage to the GOP brand than IOTL, when such comments were offset by the nation's rallying around a Republican war president.

So while Saturday would mean less victims, I would not rule it out completely.
