WI: 1970's-90's Cyprus peace deal ends in autonomy for three nationalities?

Let's say Greece and Turkey come to an agreement on a neutral Cyprus comprised of autonomous regions for Greek, Turkish and Maronite Cypriots. Besides the whole "displaced Greeks from the north want to return to reclaim their property" issue, what other hurdles would develop from this?

Are there enough Maronites, and are they geographically concentrated enough, to get their own autonomous region? I could see them being an autonomous non-territorial collective with control over education and cultural matters, like the German-speakers in Belgium, but a region of their own seems like a stretch.

As for the Greeks from the north, I suspect the agreement would include something like what was in the Annan plan - that Greeks could move to the north, with those who'd actually lived there before 1974 getting preference, subject to a cap on ethnic Greeks as a proportion of the northern canton's population. The settlers from Anatolia, who are a majority in the north at this time, might be a bigger sticking point.
 
How would Turkish Cypriot leaders in the north (especially if this is after 1983 when they have their own state backed by Turkey) react to attempts by Greeks to reclaim their homes though?
