WI- 1778 peace in ARW?

What if in 1778 the American Revolution ended with the Carlisle peace? Due to Howe holding Philadelphia? Does this end with a dominion of America which controls all British new world possessions?

The Carlisle Peace Commission was an act of desperation. The terms would have been likely accepted in 1775, along with some provisions such as a revocation of the Proclamation Line and the Quebec Act, as they got to the nature of self determination that was so palatable a few years prior, however, Independence severed any hope of this going forward, and made the break irrevocable.

The commission had no chance because of the obvious lack of tact of Carlisle himself, the fact that Clinton's withdrawal from Philadelphia made it a negotiation from a point of weakness, as well as the absolutely inept behavior of the delegation that boorishly tried to bribe several Congressmen and appeal to anti-French sentiment in the presence of French officers like Lafayette.

Peace could have been achieved with the US on the terms of recognition of independence and total military evacuation, which for the British, was untenable politically speaking at this point.

Had the British taken Albany in 1777, reduced Washington's army to its sorry late 1776 state once again, had a substantial Loyalist presence in the South making trouble, and forced Congress from York to move south to Baltimore, I think that their position would have been solid enough to make Congress think about accepting peace. However, such a scenario would mean that the British are near enough to a military victory that they may not offer such terms.
