Perhaps both, but I find it hard to credit that in order to mask one more misspeak on the part of GWB they released a much more damaging story. The fact that Fox was the delivery method suggests that it was a GOP person who released the story. I always figured it was McCain or one of his people that did it to try some last minute sabotage.On November 5, *three days after* the story broke, Bush was leading in most of the polls--by three points in ABC, four points in CBS, nine (!) points in voter.com, three points in NBC/Wall Street Journal, six points in IBF/CSM/TIPP, two points in CNN/USAToday/Gallup, three points in Hotline, two points in Pew, etc. Even on November 6, the majority of polls showed Bush leading the popular vote. http://www.pollingreport.com/wh2genT.htm
Basically, the polls simply overestimated the Republican percentage in 2000 as they did in 2012.
