Beauclerc all the way. William I was... erm, a moderately genocidal mainac, William II didn't do much, Henry I basically built England, and the less said about Stephen and Matilda the better.

Sure, I'm overgeneralizing, but that's what these questions are all about anyways. :)
 
I choose William the conqueror because without him there would have been no Norman kings of England yes granted he was to a degree a homicidal maniac but he was a capable leader who subjugated the people and was able to create a stable base from which his ancestors would build a mighty nation.
 
I've always had a soft spot for King Stephen, though this (obviously) isn't based on any historical attestations to his qualities... Did he really even have any qualities?
