Does greatness imply goodness to any degree. If so we need to remember William the conquerer's actions known as "The harrying of the North" shocked CONTEMPORARY opinion and today would be called genocide.

Short Answer: No

Long Answer: No until the Edwardian era. In the Middle Ages, nice guys finished last (which is why King Stephen isn't on this list)
 
I wouldn't say he was the best, but I certainly admire Henry V the most, and believe he had the potential to be the best, but not the time.
