Who has better protection from dictatorship

Mussolini never achieved the same level of authority as Hitler, because one man was running a trainwreck of a country and the other ran Germany.
Mussolini never had the same level of internal power as Hitler because the armed forces, civil service and other parts of the state and establishment gave their loyalty to the monarch. In Germany Hitler was at the absolute pinnacle of the state - Mussolini was not.

Well, what helped Hitler more than being the "pinnacle of the state" was that he had largely left the military free from party control.

I think you mean Eastern Europe after WWI there, seeing as most of the monarchs were deposed by the Soviets post WWII so couldn't do anything.

I meant what I wrote. The Romanian and Bulgarian monarchies continued for a year or two after WWII, but were unable to prevent communist takeovers, or even put up much of a fight. [The Yugoslav monarchy continued only until November 1945]. The succeeding communist governments were dictatorships (and pretty nasty ones at that). The question wasn't restricted to those on the far right.

Greece did defeat the communists but the reason was not because of its monarchy but because it had significant help from the west.
