As noted, i had thought Bavaria, but at least one person said they weren't very likely; and now that I read, the one time their king was Holy Roman Emperor decades earlier was soemthing of a fluke.
Which brings up the suggestion that the HRE could be reborn; but would it? In my TL, Napoleon dies in 1809 after having just crushed Austria a second time. Prussia remained neutral after having signed a treaty with Nappy in 1807, like OTL; and Austria had been fighting him since the beginning. So, maybe they could re-establish the Empire.
Once Napoleon is killed in late 1809 by Brunswickians, Davout retreats in good order and there's a civil war with him taking the reins of France for a time, then the others combining to kick him out.
So, everyone did co-operate in getting rid of him, but I guess I never really figured out who gets the Rhine initially while they are having that war - and i guess that figures into who keeps it.
Also, since I'm polling, I'll ask what others think of the Netherlands. Originally I have them losing Wallonia and getting Guadeloup and Martinique (Louis Napoleon, once Joseph is quickly kicked out since Davout has an army and Joseph doesn't, fights to get Davout out, so he's rewarded with a small parcel a la "A Brother's Betrayal.") But, would they be more likely to keep the Cape Colony. (Britain has the islands under their control, so it seems like they could give the Dutch one or two in return for the Cape. But then, the British coudl also use Natal. I'm trying to reduce the problems with South Africa's intense discrimination later on as much as possible.)
