Which Ministries Would Have Bunkers?

For a non-superpower country under threat of nuclear conflict, which of its governmental body would be equipped with bunkers?

The country, say, South Africa or Turkey or France.

That depends an awful lot on the mindset of the country. Take Switzerland, for instance...pretty much everyone there gets bunker space as they take civil defense pretty seriously there and have for quite some time.
Most countries I suspect would have bunker space at least for their highest level officials in their government and almost certainly for their military command.

The (UK) local town council where I used to live had an enormous nuclear bunker underneath the offices to chill out in. The thick blast door always used to fascinate me when I was a kid..
 
Would not most, if not all, government ministries around the world have some sort of bunker? Maybe some would share. For example, the German defense ministry surely has a bunker of some sort, but the German ministry of labor might have to share the defense ministry bunker in a time of emergency.
 
In the UK most large local government headquarters would have had a bunker because that is where the post-apocalypse governance of the country was to be carried out from. There was also a very large central government bunker in the Chilterns, which the Soviets most likely knew about and would have attempted to destroy.
