Which Is Deadlier Iraqi Civil War in 2005 or ISIS without US Support?

What if George W. Bush did not win reelection in 2004 and US forces under a new Democratic administration began to withdrawal in 2005 with no troops left behind. The insurgency grows and Iraq falls into a full fledged civil war. Which have been more deadly, a civil war on this scale or ISIS without US and other forces intervening with airstrike to prevent its expansion?

You mean letting IS's earlier incarnation as AQI retake Fallujah, take Mosul and take Ramadi?

You would have the same problem on steroids as the Shia miltias were more unruly, easy for AQI to provoke and less controlled back them as January 2006 showed..
