Well, I'd got with the first one, but they're all rather bland. Maybe it's the fact that the colours are really washed out...

I don't care for how the crest looks (in either size) upon the colors of the cross. Also, I have to agree that the colors do appear washed out and the cut/paste job on the crest needs some cleaning up.

I'd say #1 for a civil flag, and #2 for a state flag.
