Personally, I believe the Reformation had the greatest impact, because it turned the traditional European Catholic society on its head. It can also be argued that without the Reformation, the church would continue to exercise a significant amount of control over the European Monarchy and delay or distinguish the chances of either revolutions.
 
I would personally say that the French Revolution and the Reformation are on a very similar of signifigance, and that trying to compare the two's impact is kind of silly given how the French Revolution was similarly world changing, but happened in the world that had already been changed by the reformation.
 
The Reformation was a religious revolution, Martin Luther was the rebel that was saying you did not have to listen to the Absolute Monarch that was the Pope, but you can be governed and represented by a person of your chosing.

Without this spark the blasing revolutionary fire that was to follow - American Revolution (1774) French Revolution (1789) and The Revolutions of 1848.

Martin Luther's reform showed that revolution was possible.
