Where to exils the rebels?

Actually, what about Paraguay? The 'War of the Triple Alliance' has just started, and they could use the manpower...

But how could those colonials have got their mercenaries there past the Royal Navy, if the British government decided to uphold its own policies to that extent? Shouldn't it only take the first few shiploads of them getting diverted to -- maybe -- Norfolk Island -- before the message sinks in?

Right, well, I don't see that the colonial government would be directly opposing the British government, so I don't see any confronations between the RN or ships bringing ex Confderate settlers. If the Governor or Colonial Office said no, and they would be asked, that would be that.

But, the Colonial Office and the colonial governments did change their views regularly (edit) and there were planned settlements right up until the 1870s (maybe longer, but I'd need to check further). In any event, soldier settlements seems to have been placed as late as 1864, starting in the late 1850s, so the timeframe at least almost works.

As I've said before I do see it as quite unlikely, but on the other hand, the Land Wars did drag out and so if there was an agreed expulsion (as per OP), then the NZ government may be convinced of small numbers, rather than say a multitude.
