Where else could white minority regimes emerge?

The issue is getting the number of whites need to hold and keep power
Create a class of privileged collaborationist native Malagasy who are just as despised by the rest of the population as the whites. Then make sure that the whites hold strategic positions in the economy and government of the island. How about Cabinda, the Angolan enclave bordering the DRC? It could be a place for the Estado Novo regime in Portugal to dump all the dissidents and further culminating in the colonization of the region. After the Carnation Revolution, Cabinda could pull out a Rhodesia, with the white population unilaterally declaring independence from Portugal and maintaining a white minority government. Majority rule would probably appear in the early 80s.

I was assuming that it would be a Rhodesia or South Africa situation, so there would be this power structure already in place.
 
Depending on how things go in France, maybe the Comoros (including Mayotte), collaborating with the Malagasy, Indians and Chinese populations? Or is that too far fetched?

Expect it wouldn't hold or even be created due the population imbalance.The Minority ruled state with lowest ruling minority was Rhodesia with the white population making up 5% of population. The white population of Madagascar wouldn't even make up half a percent. Any attempt to create a privileged collaborationist class or anything like that will lead to the shoe being on the other foot.
 
I think an ethnic French apartheid regime in an "independent" Algeria could form. It won't be able to last forever, but it could probably persist at least into the 1970s or 1980s until it gets overthrown in a very violent revolution.
