It had proponents (John Adams and Aaron Burr) among the American founders. So it's not impossible to see it happen in the USA near the beginning; although it's very clear that states, not the national government, determine who is a legitimate voter and who is not. Still, if Massachusetts and New York enfranchise women early, other states will follow.
Perhaps have Washington get a different VP - Jefferson? so that Adams is stuck being Governor of Massachusetts. He enfranchises women and it grows from there.
