When did papermaking spread into Europe? And how to speed that up?

I'm aware that papermaking was prominent in Al Andalus, where it spread relatively quickly to the rest of Iberia by the mid to late 1100s (Xativa for example being Aragon's principle source of papermaking by the 1260s).

But when and how did papermaking spread to Italy, the Balkans, France, and so on? And what would be needed to speed up the historical spread of papermaking techniques into Europe?
 
interesting question, a more widespread papermaking will influence the spread of printing when it is invented (and under better paper availability it might show up earlier)
