When did Madrid open up trade and settlement in the Americas to non-Castillians?

I know that during the early years of colonization, the Americas were kept as a Castilian preserve. Not even the Aragonese residents of the Union of Two Crowns, much less the Italians, Netherlanders and Austrians of the Habsburg ensemble were allowed in.

When was this policy relaxed so that Catalans of Aragon and other subjects of the Spanish Crown were allowed to migrate and trade in Spanish America on a legally equal basis to Castillians?

Was this a change of the so-called "Bourbon reforms"?

Hearing nothing, I will assume the restrictions will lasted through the whole Habsburg era and the existence of the separate Crown of Castille.

That is, until 1715, when the Crowns of Castille and Aragon were converted into the single Crown of Spain.

I'm not sure, but i think from 1525 onwards.

1525 is quite early in the going, its only 6 years after Cortez went to Mexico and is before the conquest of Peru or New Granada. If the Castilians lightened up after that, they had only a small headstart compared with others/


Not really. I am talking about the Castilian monopolization of emigration to the Americas
 
In 1525 the King passed a Royal decree allowing the emigration to América for his habsburg subjects who were not castillians. The castillians enjoyed more privileges but the aragonese could emigrate. On the other hand you must take into account that even for the castillians, the emigration was restricted although with little success. The Kingdom was very selective in who could emigrate to america.

What were the selection criteria, other than being a Catholic in good standing (and likely obvious things like not fleeing debt or criminal prosecution).
