What's the most plausible place for a Sinicized horde to settle beside India?

I'm thinking of something along the lines of Mahakhitan where some Sinicized nomads conquer an area (and possible displace a bunch of natives) and settle down to form their own little Chinese empire. Could areas like Persia, the Caucasus, or Western Russia be good for this purpose or are they too foreign for long-term settlement? What kind of nomad:native ratio would you need for the settlers to survive without being assimilated immediately and/or have a long term impact on the culture of the area.
 
There have been almost no sinicized nomads outside of China, and the Kara Khitai prove precisely my point (they should have been sinicized, but they actually weren't outside some trappings of Chinese titulature! Mahakhitan isn't a very good reflection of actual Kara Khitai history). So actually having such a population would be the first thing to do.

Ah well is there anyway we can actually get a sizable sinicized nomad population without some major ASB action?
