Wales' Railway lines were described as early as the 1920s as not being good as a national network for Wales, with cross-border east west routes being the best quality railways and the north south routes being crappier. This was only exacerbated by the Beeching cuts. If you could go back in time to the 19th century and have a free rein in building Wales' railways, how would you do it?
 
The problem is that the natural rail routes out of Wales are as built OTL. The Coal Mines need to be connected to the Steel Works and then onto London. Holyhead and the Irish traffic is easiest sent north to Crewe and the west along the north coast or along the southern lines to Pembroke and Milford Haven. There is no profit in a North South line,nor an easy route, hence the Cambrian always struggling OTL.
