What would the policies be if Kennedy had run for governor of Massachusetts in 1956 and been elected

If Kennedy had run for governor of Massachusetts in 1956 or 1958 for the 1957-59 term. What would your government be like? would you attempt re-election in 1958 or 1960 or seek a presidential nomination on 1960?
 
I think he might have just ran for re-election instead of the presidency in 1960. But that raises an interesting question, does he run in 64? If he does does he win? Who’s his vp if he does?
 
You'd need a POD that keeps him from the senate. At this point as per OTL he's already a senator. I can't see him giving up his seat to become governor. I mean his name was already floated as a potential VP candidate in '56. He was on the rise and had to be aware that the presidency was at least potentially in his future. That's a lot to really give up just to be governor.
 
In 1946 Kennedy had a choice of running for Lt. Governor or for Congress in th MA 11th district, he chose to run for Congress.
In 1952 he was either going to run for Governor or the Senate against Henry Cabot Lodge, it was up to the incumbent Governor, Paul Deever to choose which office to run for, if Deever chose to run for the Senate, then Kennedy was going to run for Governor, Deever chose to run for reelection instead and Kennedy faced off against Lodge.

The 1960 race for the Democratic Presidential nomination was interesting for the fact that with the exception of Adali Stevenson all the main contenders came from the Senate (Humphrey, Symington, Johnson, and Kennedy), so a Governor Kennedy might not have had the public exposure that he did as Sen. Kennedy.
