What would have been of Siberia and the Russian far east is Russia never expanded past the Urals?

A series of Khanates and possibly emirates. Maybe a renegade Slavic state, and/or a Manchuwank that does not include very much of China.Many more Buddhists and animists. Fewer Christians and Jews. Possibly more Muslims.

Who would control those lands and what of their development?

At some point someone strong would invade the region. Maybe the Chinese, maybe Turkic khanates from Central Asia, maybe Mongolians. But I doubt the Russians would leave Siberia unoccupied. If Russia is in no state to do so because of Tatar occupation than the Tatars are the greates candidates to occupy it.

China might be shitting itself if it'll have a huge northern border with a more industrialized Japan.
 
It could have been colonized by the British and Dutch. From 1600 until 1619, they were trading huge volmes of fur and walrus ivory via the port of Mangazeya on the north siberian coast. Until the Russians banned the route, being worried that the Brits and Dutch would set up a permanent presence there. (See the wikipedia article on
