What would happen to Operation Downfall in a Nazi victory?

If Germany defeated the USSR in 1941 and occupied it up to the Urals and by 1945 Japan refused to surrender even after nuclear weapons are used against them would Operation Downfall occur in the fall of 1945 as planned IOTL or would the WAllies continue to focus on defeating Nazi Germany by any means before invading Japan?

Or would a prolonged fight against a far more powerful Germany simply lead to Operation Starvation where Japan is starved into surrendering without any Allied troops fighting on Japanese soil?

Yes but in AANW nuclear weapons weren’t used at all against Japan because the WAllies didn’t want the Reich to know that the atomic bomb was possible (some would disagree on the realism of that choice however but that’s besides the point).

In this prompt the WAllies have already attacked several Japanese cities with nuclear weapons (like OTL) but with no coinciding Soviet invasion (since ITTL the USSR is a shadow of its former self) they refuse to surrender leaving only invasion/starvation as options.
 
I can see Nazi Germany using Operation Downfall in their propaganda of "Vicious Americans bringing out apocalyptic destruction of Japan" and like trying to say the Allies are monsters and what they do to Japan they'll do the same if not worse to Germany, making the populace more afraid of Allied intervention or invasion of Europe.

... or continuing the firebombing until the cities are reduced to a fine layer of cinder. Give it a couple of months. Japan is like Britain in regards to invasion: if you have control of the surrounding areas enough to invade them, than invasion is not nessicery as they choke for resources

Firehombing was always an implicit but essential part of the Allied plans for defeating Japan whether they actually landed troops or were simply blockading them until they give up from starvation, disease and infrastructure breakdown.

This is true despite the fact that by the end of the war IOTL there were hardly any Japanese cities worth firebombing and over 170 square miles of Japanese urban area had already been firebombed.

How are they gonna do that? If they are extremely lucky they can get Moscow in 1941, but that won't get them an occupation zone up to the Urals, if the germans demanded that, then the russians would fight on, even with Stalin dead, simply because it means the end of the USSR. On the best case the germas get this in 1943, and they'd have to roll sixes all the time. And for that scenario there is already a thread.
 
There's no need for Downfall if Germany has all of Europe; there's a need for the elimination of Germany. I suspect that we'd be seeing jet fighters battling over the channel, followed by an invasion supported by nuclear weapons. (In a German victory in Europe, there's no secure way to get Instant Sunshine to a major German city, so blast a big hole in the Atlantic Wall. By modern standard, bad--by contemporary ones, probably viable.)
