What would happen in a world without Victoria?

My current map/timeline has a POD in 1798, with the Franco-American War becoming a bigger deal. While I'm happy with the alternate timeline I have come up with for the United States (American history is what I like to focus on), I'm stuck on what happens in Europe.

With Victoria butterflied away, the British personal union with Hanover will continue. What will that mean for German unification? Will it mean Britain and Prussia become enemies? Will Austria play a larger role in German unification? How will Europe end up looking in around 1920 or so?
 
It likely would mean that from 1851 onward, Great Britain would be ruled by the BLIND monarch formerly known as George of Cumberland. Hence; I imagine that, if nothing else, Parliament and the Prime Ministers would use that time to erode if not eradicate altogether the rights of monarchs [or at least no longer make it mandatory for documents, deeds, treaties, etc. to be read or signed by the monarch].
 
The above poster has it right---you will see a massive bureaucratization of the UK, corporate rule of India, possibly even earlier decolonization. Or federation. Or even a dissolution of the monarchy altogether.

If the monarch is blind,most likely,there will be a regent to do things on his behalf.
