What Would Arthur Tudor's Political Personality be Like?

I'd guess a more scholarly and dutiful version of Henry VIII in his early years. Reared to be the King he'd have been less insecure, which could have moderated the "Tudor paranoia" a little bit. I suspect he'd have also favored "new" men in the mold of Wolsey and Cranmer (if not actually those two).

The Tudor Paranoia, as you put it, was founded in the shakiness of their claim to the crown. I would suspect, that, having been raised to be King, Arthur might well be touchier about the subject than his father. (Arthur didn't kill a king to get his crown.) There wouldn't be the party hardy atmosphere Henry VIII brought and no foreign ventures until he had the heir and the spare....a pretenders would be shown to their room in the Tower until the nice man with an axe can work them in.
 
By less insecure, I sort of mean just around the edges: Born to be the heir, educated to rule he has less to prove, so to speak. For example Henry VII doesn't want him to joust- Arthur gets it: he understands that he's different, and doesn't feel the constant need prove he's "the biggest, best", etc. He knows and believes it. He may we'll have picked up some of this personal confidence from his grandmother. But once he feels a noble is overstepping, you're right- he'd be ruthless.
 
I can definitely see Arthur having a "public" and "private" persona; one all business and the other whatever his personality is.
 
He'd likely be less preoccupied with Religion than his brother was, for starters. A couple of extra younger Catherine years might have yielded an heir, so another fixation potentially side-stepped. My impression is that he was just as gifted as his brother while being more disciplined, but it's hard to know.
