What would a Monmouth England look like?

James, Duke of Monmouth, was the illegitimate Protestant son of Charles II of England. In 1685, Monmouth launched a rebellion to overthrow the Catholic king James. This rebellion began in West Country and only ever reached as far as Bristol. Eventually, the rebellion was defeated by Marlborough, the same general who would later lead the English military in betraying King James.

What if, however, Monmouth's rebellion had succeeded and he had become King of England. Presuming, of course, that King James flees to the Continent.

What would a Monmouth led England look like? How would foreign policy differ with Monmouth in charge? What administrative changes might we expect? How would the religious Dissenters be treated? And would William of Orange still attempt to take the crown?
