What would a lasting Peru-Bolivian Confederation look like

Having Peru actually helping to keep the land whole might be enough to prevent Bolivia from being torn apart by everyone and there dog https://encrypted-tbn0.gstatic.com/...YZJTDUZGI87A2uLONheN2pAID8H4yuaXSbbCh6J7vaAeN assuming they can do this and also have Peru/Bolivia annex equidor for good measure just by looking at otl GDP for Peru Bolivia and equidor they should be the 3rd strongest economy in south America and if we ball park the lands not part of those otl modern country (costal bolivia, ect) (sadly I don't have the numbers) it looks like they can be in the top 30 economys at least. https://en.m.wikipedia.org/wiki/List_of_countries_by_GDP_(nominal)
 
I just went back compared some numbers now that we know what the minimums economic power is, and what they may be able get to with a realistic pod. An achievable economic milestone may be beating the Argentinian economy and becoming the 2ed largest South American economy and in the worlds top 25 economys. In order to do this they would only need a 25% increase of there current GDP which makes this achivable as part of our work will be done with little to no work as a unions seem to be naturally beneficial for the the joined parts then that would separately because of open trade and a free flow of people (kind of like the EU) but also perhaps a larger peru/bolivion union would be intimidating enough to stop otl wars that occered in bolivia from even starting such as the choco war which may happen naturally as previously started or if using a pod they could join the war of the triple alliance and with how bad Paraguay lost any more damage and they might just cease to be a country and be divided by the now Quadrupal alliance (some estimated over 70% of there population died in otl's war). And all of this is even before we have suggested economic pod's which should smooth out the road to the 25% growth we want.
 
OTL Peru-Bolivia Confederation had internal problems at the very beginning of the Confederation. North peruvians, specially Lima, weren't very happy with Santa Cruz plan, also removing Lima's power and moving it to Tacna wasn't very well recived by north peruvian elites. If you manage to unite both countries and keep Lima as the center of power, it could work. After you need to install a democracy and try to keep it as stable as Chile democracy (Chile was one of the most stable latin american countries back in c. XIX). Avoid military coups and War of the Pacific and the Confederation could work.

What about the foreign policy of this Peru-Bolivia?

Chile and Argentina would have serious problems with them. Surely Brazil would have something to say.
