In October 1917, the Germans and Ottomans held a meeting in Berlin in which they planned to give European Jews a homeland in Palestine, in opposition to the British plans for the same goal. In August 1918, half a year after the loss of Palestine and eighty days before the Ottomans surrendered, the Ottomans released their version of the Balfour Declaration. Formulated during a month-long negotiation with a 16-member Jewish delegation, headed by Perlmutter and comprising Zionists and non-Zionists from Germany, Austria and the Ottoman Empire, the statement acknowledged the Jewish right to national and religious revival in Palestine.
