Kolchak would probably want....Kolchak to head it, that precludes a monarchy. The monarchy had being deeply discredited by decades of mismanagement anyway.
 
As I understand it was the anti-Bolshevik resistance during the Russian Civil War ideologically very diverse. There was Democratic Republicans of the Kerensky type, Absolute Monarchists (most common among the generals) and Constitutional Monarchists. So if the White Movement that Alexander Kolchak lead defeated Lenin's Bolsheviks, which of these kinds of state would the anti-Communist Russia be? Or would just a unideological military junta be established or could even Russia become some kind of alternate Fascist state like in Kaiserreich?
Well we can look at what Kolchak did in his rule. He refused to work with sepratists even when fighting war for survival of Russia (as he viewed it.) He persucted socialists and was willing to destroy whole villages where there were sympathisers. He also tried to restore land back to the landowners who had it before the revolution. He would likely not support democracy since the most popular parties were socialist but I could see him give some toleration to cadet party and have some kind of limited democracy, but he would not allow sepratist or socialist parties (most popular ones.) Most important generals were not monarchists per say but more like far right anti democracy, anti semite ultranationalists. Also Kolchak will likely not rule alone as there will be other important generals like Denikin and Yudenich, but they are similar ideologically. And I do not think Kolchak had much interest in monarchy.
