*especially* maintaining that in 1940/1 when they've shown that what they do tactically can certainly be done operationally.
Nitpick: Stalin was in the process of trying to fix that when the Germans invaded. Although he had not fully come around to the idea, the Soviets were in the process of switching around and reforming back towards Deep Operations. In hindsight, its rather obvious he should have started much earlier instead of wait until the Germans managed to overrun France.
Even the the Soviets could have done better if Stalin had just accepted his gamble had failed in May or June of '41. Looking at his actions in that period, its quite clear the man was in denial: he was aware that his attempt to buy time for the USSR had failed, but refused to accept it and clung onto the idea that Hitler was just pressuring out concessions.
