What POD needed to make Germania as developed as Gaul

What POD's would be needed to make Germania between the Rhine and the Elbe as developed as Gaul, or at least more developed than it was, by the time the Romans arrive?

What effects would this have?

You'd need a totally different climate, so that agricultural production is lots higher than OTL.

This of course produces so many butterflies that there may not even be a Roman Empire.

To be fair, better agricultural techniques could help as well: heavy plow, better crop rotation, better crops in general.

Of course, those would also work in Gaul, and Gaul is more likely to inventthose...

And it still has pretty significant butterflies if Gaul and Germania are better developed.

While Gaul is more likely to invent those, they would spread pretty quickly into Germania and probably help it develop. The heavy plow and crop rotation some centuries earlier means a bigger, more sedentary population that is trading with Gaul (and possibly *Rome), picking up new inventions and refining them.

So what you're saying is that you can have an ATL Germania on levels of OTL Gaul if Gaul is also more technologically advanced... Makes sense.
