What obstacled most to stop France becoming a fully parliamentary monarchy from 1815 to 1848?

As the title says, what were the major mistakes, events, aptitudes, causes and whatever blocked France since the restauration for the next 30 years to become a democratic and effective parliamentary monarchy as for the UK? In 1815, the gap between France and Britain on this note wasn't too excessively far... But it diverged progressively. I wish to know more about this period of French history so for this I ask.

The somethings were called Louis XVIII and Charles X ...
You seem to have missed the events of 1830 which put France more or less in line with the UK.
 
If the Bourbons had been okay with some sort of parliamentary government, then there wouldn't have been a revolution in the first place.
 
Mostly just Charles X being a reactionary who didn't learn from the exile. The circumstances around Louis Philippe are muddier, but he also seems to have suffered from unpopularity towards the end of his reign.
