What Is the Fiscal-Military State?

I've seen the term thrown around a few times (specifically on the Age of Miracles thread) and I've done some really light looking at the term, but I was wondering if there was anyone who could really unpack what it is, and the prerequisites? It seems to be such a major point of pre-1900 history but I'm not sure I've seen it unpacked well here.
 
AFAIK, it"s essentially a situation where fiscal revenues are not only mobilized essentially for particularly large armies' subsistence and payment, but the whole fiscal system being reconsidered and modified for these ends, especially during long wars (which was compensated trough militarized requisition/ressource gain in occupied regions)
It would basically accompanying the monopolization of armed forces by the early modern states.
