WI Queen Victoria died before her first son was born. Perhaps murdered, perhaps with the child who became Edward VII in otl. Who is regent?
If Queen victoria dies on 1st November 1841, taking with her, a still born child, her daughter, Princess Victoria, is 20 days away from her first birthday.
This period is known as the "Second Regency" spaning from November 1841 to November 1857.

There may be a Prince, who could be called "William" and be born around 27 January 1859, but he will not be like our Wilhelm II, German Emperor.
Also with a strong heir Tsar Nicholas II does not have to worry about who takes over the throne.

Like in OTL The education of Victoria was closely supervised by her parent, Prince Albert. She was precocious and intelligent, being taught to read and write before the age of five by her governess Lady Lyttelton and to speak French by her French nursery maid. The Princess Royal learned French and German from various governesses, and science, literature, Latin, and history from Sara Ann Hildyard. Prince Albert tutored her in politics and philosophy.
