What if after the first Arab-Israeli war the UN bureaucracy that set up the refugee camps for the Palestinians fled/driven from Israel set up camps that delivered services and issued IDs not wherever large clusters of refugees were found, but only in the West Bank and Gaza. This “contains” the Palestinian refugee Problem to Jordan and Egyptian Gaza while easing burdens on Lebanon and Syria, and Arab countries and communities further afield considerably. Of course some Palestinians do live elsewhere, but without UNRWA documentation or services they are more likely to assimilate into local social classes matching their own, or migrate on to the west over time.
